<p>Mesa, Arizona – November 14, 2011.  Phoenix Heliparts, Inc., of Mesa, AZ, has appointed Chris Murvine as lead inspector and director of training. The lead inspector has the authority and responsibility for coordinating, accomplishing, supervising and performing all inspection functions. He will report to Marcus Landry, quality manager.</p>
<div>Murvine brings to Phoenix Heliparts his extensive technical knowledge on the MD range of helicopters, having worked most recently for MD Helicopters as senior maintenance instructor for four years and field service engineer for 11 years. He is a graduate of the Embry-Riddle Aeronautical University, earning a Master’s degree in both Technical Management and Aeronautical Science.</div>

<p>Phoenix Heliparts and Aspen Avionics are preparing to receive an FAA Supplemental Type Certificate (STC) for the installation of Aspen’s H-series Primary Flight Displays (PFD) and Multi-function Flight Displays (MFD) in the international fleet of MD500 helicopters. Aspen’s H-series PFD and MFD systems are designed and manufactured to meet the unique rigors of helicopter operations. The PFD is a lightweight, compact, all solid-state digital replacement for legacy electro-mechanical flight instruments.</p>
<p>The PFD system contains reliable solid-state Attitude and Heading Reference System (AHARS), electronic HSI with moving map that displays GPS flight plan legs, waypoints, navaids and airports, an electronic Attitude Direction Indicator (ADI) with easy to read airspeed and altitude tapes. It also includes emergency GPS with a backup battery for 30 minutes of backup time.  The MFDs add features like high resolution moving maps, relative terrain and obstacle awareness, and traffic displays.</p>
<p>“The level of safety and situational awareness that the Aspen system brings to the helicopter market is phenomenal,”says Anson Gray, Aspen’s helicopter program manager. He continues, “The MD500 is a hard-working platform that serves many operational roles. <p>StandardAero has appointed Phoenix Heliparts of Mesa, Ariz. as a StandardAero Authorized Support Center for Rolls Royce Model 250 engines as installed on MD500 helicopters.</p>
<p>StandardAero clients can now obtain engine repair &amp; overhaul (R&amp;O) services contracted through Phoenix’s facilities in Arizona, creating a one-stop shop for MD500 helicopter operators with Rolls Royce M250 engines. StandardAero’s engine services include R&amp;O for the entire series of M250 engines installed on MD500 helicopters, primarily for Series II and Series IV gas turbine engines (C20B, C20R, C30, C47).</p>
<p>With more than 20 years experience servicing its international customer base, Phoenix Heliparts has established itself as a leader in MD500 maintenance, overhaul, completions, restorations, refurbishments and avionics. The scope of the Support Center agreement confirms that Phoenix Heliparts and StandardAero will together provide operators complete aircraft and engine servicing.</p>

<p><strong>Low-Time D Model Sprouts E Model Nose, Digital Avionics</strong></p>
<p>A 1981 MD500D model has been customized with an &#8216;E&#8217; nose, air conditioning and a complete Aerodynamix NVG package following a full restoration by Phoenix Heliparts of Phoenix, AZ. The company says this 30-year-old aircraft is now truly state of the art.</p>
<p>Official handover to Team C&amp;H, of Jacksonville, Florida will take place at 1330 Sunday, March 6 in a brief ceremony at Phoenix&#8217;s exhibit at the annual Heli-Expo, this year in Orlando, FL.</p>
<p>The customer, Wayne McCall, was impressed to see these upgrades to his helicopter. &#8220;Knowing that a 30 year-old helicopter can look, feel and function like new, is really impressive; it is also impressive to know it has only 698.2 hours TTSN. This machine is indistinguishable from new,&#8221; he said.<br />
It is believed to be the lowest-time MD500 D in service today.</p>
<p>The aircraft, with a new &#8220;E&#8221; series nose, also sports a powerful, 420 SHP Rolls Royce/Allison 250 engine. The modern avionics and NVG equipment make this helicopter as capable as new, digital technology can provide. There are also some unique modifications as well. The Auto Reignition, and Compressor inspection panel were developed in-house by Phoenix Heliparts engineering and applications staff. These were done by way of 8110 approval; STC&#8217;s are pending.</p>
<p>&#8220;The &#8220;D&#8221; was certified in 1976 and was superseded by the E-model in 1982, however many market segments still prefer the &#8216;D&#8217; model&#8221;, said Tina Cannon, Phoenix Heliparts president. &#8220;We&#8217;re happy to offer our customers with any needs they may have, including total repairs and detailed customizations.&#8217;<br />
Phoenix has over 20 years experience servicing its diverse, worldwide customer base, and specializes in MD500 maintenance, overhaul, completions, restorations, refurbishments and avionics. New platforms in the works for 2011 include an STC/PMA program and UH-1 retrofits.</p>

<p>The FAA has agreed to drop its decertification case against Phoenix Heliparts in return for the Mesa, Ariz., repair facility withdrawing its <a href="http://www.ainonline.com/news/single-news-page/article/phoenix-heliparts-to-appeal-part-145-certificate-revocation-26598/">appeal</a> to the NTSB of the FAA’s <a href="http://www.ainonline.com/news/single-news-page/article/faa-revokes-phoenix-heliparts-certificate-26023/">revocation of Phoenix Heliparts’ Part 145 repair station certificate</a> last August.</p>
<p>The agreement allows Phoenix Heliparts to start the <a href="http://www.ainonline.com/news/single-news-page/article/faa-settles-phoenix-heliparts-to-be-recertified-28847/">re-certification process</a> immediately. Tina Cannon, the company’s president, said, “The case is now closed; we look forward to working closely with the FAA Flight Standards District Office [FSDO] in Scottsdale in the re-certification process.”</p>
<p>Cannon said the revocation was based on alleged paperwork discrepancies in 2008 under previous management, but not initiated by the FAA legal office until 2010, after the company had completed a move to its current location near Mesa Falcon Field Airport.</p>
<p>After the relocation the local FSDO re-issued Phoenix Heliparts’ Part 145 certificate under the new address following a thorough review of company operations and documentation. Nevertheless, Cannon related, the FAA made an “emergency” revocation of the certificate.</p>
<p>“When the federal government exercises its emergency power, normal due process is thrown out the window. Small businesses such as Phoenix Heliparts are simply no match for the federal government,” she said.</p>
<p>Cannon said she expects no problem in regaining the company’s Part 145 repair station certificate because the application will be based on material previously approved by the FAA. She expressed gratitude to “the many customers and colleagues who have stood by us and given encouragement during this difficult period.”</p>

The panel allows for a direct visual inspection of the engine inlet without removing the engine from the aircraft.</p>

<p>Mesa, Arizona – March 5, 2011.  Phoenix Heliparts, Inc. has been awarded a 2010 Boeing Performance Excellence Award, receiving the silver level of recognition from The Boeing Company.</p>
<p>The award is given to those suppliers who show strong dedication and continued commitment to its high performance standards, which are measured by strict quality and safety criteria.  Phoenix’s ability to maintain Boeing’s high standards demonstrates its focus on exceeding customer expectations and maintaining competitiveness in the industry.</p>
